Labor Mediation through Tripartite Social Partnerships

 

AED worked with the US Department of Labor to provide workers rights training for labor mediation to employers, trade unions and local governments at the oblast level in Kazakhstan.

 

Ultimately, the project aimed to increase the settlement of labor dispute by introducing tripartite (government, employers and employees) members in each of Kazakhstan's oblasts to the roles and responsibilities they have under Kazakhstan's labor laws and by achieving consensus among those partners for the procedures for settling disputes.

 

AED’s primary responsibilities were to:

·         Work with local labor organizations in Kazakhstan to develop their capacity to provide training, and to design and conduct training programs in selected oblasts to a) educate tripartite members of their roles and responsibilities; b) facilitate tripartite members in developing agreed upon protocols for resolving labor disputes.

·         Ensure publicity for the training by local media and support for the training and its outcome by local government, labor and employers.

·         Monitor training and its outcomes to be able to assess the success of the workshops in a) establishing working tripartite social partnerships; b) supporting the development of sustainable labor dispute resolution mechanisms.

·         Provide overall program and finance management for the activity.

 

Notable achievements were made, including the development of tripartite social partnerships that have experience working together to develop dispute arbitration procedures.  In addition, localized capacity for developing and delivering training to support the development of effective social partnerships was strengthened through training of trainers and training program development.

 

There was also a high level of interest demonstrated in oblasts where training took place. National leadership as well as local government officials showed strong support for the training events and the sustainable development of effective social partnerships, along with widespread media coverage in Kazkakhstan of the events and their objectives.
