Proposal Development Under
several projects administered by the CIT staff, programs are awarded to
training providers through a competitive procurement process. The
process begins with the issuance of a Request for Proposal (RfP) that details
specific program objectives. Prospective training providers develop
proposals according to the specifications outlined in the RfP and related
guidelines. Although the specific process may vary slightly depending
on the contract and client requirements, in general, a panel of technical specialists
at AED evaluates the proposals and makes a recommendation to the
client. AED's recommendation is based on "best value," i.e.
the proposal that is evaluated to have the highest combined technical and
cost evaluation score. This reflects not only responsible program
management but serves to maximize client investment in training. The client
reviews the recommendation and makes the final selection. Based on
that, AED awards a subcontract to the approved training provider. Our
solicitation package consists of: 1. A
RfP containing specific program information; and 2. Applicable
standard documents listed under each program's link. Before

advance. Please do not fill this out or submit it with your proposal. Minority Serving Institutions Minority
Serving Institutions (for US programs) AED encourages
minority-serving institutions to submit proposals. MIs include Historically
Black Colleges and Universities, Hispanic Serving Institutions and American
Indian, or Native American, institutions. Proposals that are from or
which have significant participation by an MI are given additional points in
proposal evaluation. If you are not a minority-serving institution you may
follow this link
to a list of minority-serving institutions with whom you might partner. To
encourage greater participation of minority-serving institutions, preference
will be given to proposals from minority institutions and to proposals from
training providers teaming with minority institutions for a least 25% of the
training program. The 25% should be substantive training, which directly addresses
the objectives stated in the Scope of Work, programmed by minority
institution staff on either their campus or at local facilities and using
minority institution staff as trainers. You may
