START/Russia Under the START/Russia contract,
AED’s Center for International Training provides training and
training-related services to support USAID’s technical assistance activities in
The START/Russia project seeks to
build the capacity of government and non-governmental institutions, the
business sector, and individuals to effectively contribute to the transition
to democratic and open market systems. The project’s activities target
economic restructuring, democracy and social sector reform including small
and medium-sized enterprise development, bank and tax reform, accounting, rule
of law, anti-corruption, social sector reform, youth development, NGO
strengthening, conflict resolution, energy reform, health care reform, and
election reform. Since 2002, special emphasis has been placed on programs to
build the capacity of Russian alumni of US government-sponsored programs,
including initiatives funded by USAID, the US Department of State, and the US
Department of Commerce, among others. AED’s services include arranging
short and long-term US, third-country and in-country training programs to
equip leaders and professionals with the skills and attitudes needed to
support the transition to a free market and democratic governance. AED collaborates with USAID to identify
performance gaps that can be addressed through training, and then develops
appropriate training strategies to address them. Training is integrated with USAID’s
technical assistance activities supporting post-training utilization and
